How Europe could become a CO2 hoover
Berlin - A European carbon central bank could set the course for a net-negative emissions balance in the second half of the century. This was explained by Ottmar Edenhofer, director of the Berlin-based climate research institute MCC. He proposes so-called clean-up certificates as a central instrument.
